HERE have been growing concerns among stakeholders and policy makers on the need to increase local capacity and participation in the petroleum industry. Presently more than 70 percent of the jobs in theoil and gas sector are still carried out by foreigners.
With this comes intense agitation in the oil rich Niger-Delta communities, which made former President Olusegun Obasanjo initiate the Local Content Policy.
